The icefall is a bit of an outlier of a situation, but there is already a ladder on the 2nd Step of the northeast ridge. It seems generally accepted that without it, the route wouldn’t be a viable commercial option. I think as a general rule of thumb, ladders should not touch rock. That would include the 2nd step. Fantasy of course, as commercial interests make the rules on Everest and there’s plenty of money to be had on the north side of the hill.
