There is a number of Internet-based resources for studying beyond university (alas, most of them are for laptops, not smartphones).
I hope local universities (world-known have already done it) will manage to integrate Internet in their natural course of studying successfully (like building their own web-pages as a link to people from regions where it can be difficult to reach a university).
