According to the latest figures released by the Indian Home Ministry, out of the 15,85,117 personnel working in state police forces, only 84,479 or just 5.33% are women.  Besides there are only 499 all-women police stations out of a total of 15,000 stations in the country. The figures are absurd and call for an analysis. Is meagre representation of women in the forces, leading to a rise in crimes against women?

I have pondered for quite some time if I should write this article at all. So much has been said about the safety of women in India following the events on 16 December 2012 in Delhi when six men gang-raped a young woman who later died from her horrendous injuries that I feel the term “gang-rape” is used with an awful ease these days. Having spent the past 100 days mostly on my own in India, in places big and small, crowded and deserted, in people’s homes and hotels, on streets, trains and buses, I feel a need to express my view to other female solo travellers who might be concerned about whether India is a safe place to go.

Last January, I heard that a female student who jumped off a running bus in Jakarta and died because she was being harassed and the bus driver refused to stop the vehicle. It reminded me of so many other stories about rape in public transportation. The victims vary from students and career women to housewives.  But is a ‘wrong mentality’ to blame in this case?
